Is this elder abuse? What should I do?
My neighbor is physically handicapped. He is about 60years old and lives with his brother. His brother dosen't work or anything which is the reason he wants him there in the first place (disability check). Anyway I dropped off the man's prescription to him the other day and I noticed black mold on the walls and they have no running water. Also I suspect the younger brother of taking the handicapped brothers prescription and not giving it to him. That house is uninhabitable and I feel like I should report it to someone. These people have no phone nor transportation. This handicapped man is cut off from the outside world. What should I do?
If you're really all that concerned, you should maybe ask your neighbor about the situation (the handicapped one) before alerting the authorities. Sometimes in our desire to help, we end up doing more harm than good.
That said, the appropriate contact would be a local board of health - if the home is full of black mold and there is no running water, that is their area of concern.
This is not, however, necessarily a case of elder abuse. And if it is, it's up to the authorities to determine that.
